I. DESCRIPTION OF SERVICES



Texas Department of Family and Protective Services requires the services of 4 Project Manager 2 , hereafter referred to as Candidate(s), who meets the general qualifications of Project Manager 2, Project Management and the specifications outlined in this document for the Texas Department of Family and Protective Services .


All work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Department of Family and Protective Services and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Department of Family and Protective Services will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).


The Worker is responsible for managing 1-3 projects for DFPS simultaneously using Waterfall, Agile, or Hybrid project management methodologies.



II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 7 Required Leading Information Technology software development projects 7 Required Understanding of a variety of software development topics, such as requirements writing, development, software testing, and code promotion 7 Required Working knowledge of Project Management Life Cycle processes 7 Required Working knowledge of project documentation including charters, project plans, work breakdown structures, resource management, status reports, issues logs, action logs, and decision tracking documents 7 Required bility to analyze complex information and develop plans to address identified issues 7 Required bility to manage changes in project scope, resources, and budget 7 Required bility to communicate project progress and upcoming activities to project resources and all levels of project stakeholders 5 Required Skill in interpersonal relationships, including working with people under pressure, negotiating among multiple parties, resolving conflicts, and maintaining effective working relationships 5 Required Leading project teams to the successful completion of projects 5 Required dvanced Microsoft Office skills, particularly with Word, Excel, PowerPoint, MS Project, Visio, and SharePoint 4 Preferred Lead Project Manager on Major Information Resources Projects 4 Preferred Knowledge of SACWIS (Statewide Automated Child Welfare Information Systems) Certification requirements 4 Preferred Working knowledge of Texas Project Delivery Framework requirements for major Information Resources Projects 4 Preferred Strong understanding of EIR Accessibility requirements and their technical specifications 1 Preferred Working knowledge of the following DFPS systems/programs: IMPACT, PACES, ABCS, PEIRS, NEICE, e-Report, e-Travel, General Placement Search and Community Based Care 1 Preferred Project Management Professional (PMP) or Certified Associate in Project Management (CAPM) from the Project Management Institute

III. TERMS OF SERVICE


Services are expected to start 09/11/2024 and are expected to complete by 08/31/2025 . Total estimated hours per Candidate shall not exceed 1930 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

IV. WORK HOURS AND LOCATION


Services shall be provided during normal business hours unless otherwise coordinated through the Texas Department of Family and Protective Services . Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM , excluding State holidays when the agency is closed.


The primary work location(s) will be at 4900 N. Lamar Blvd, Austin, TX 78751 . The working position is Hybrid - On Site and Telework . Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Department of Family and Protective Services will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.


The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Department of Family and Protective Services .

Candidates currently residing outside of the State of Texas, will be required to relocate to Texas, if selected for this position and the offer is


accepted.


In order to assist in quickly acclimating the Worker to DFPS/ITS, they will be required to attend a virtual onboarding session and to physically pick


up agency issued equipment in Austin, TX on their first day of contract. There will be additional appointments and blocks of time that the contractor will need to attend during their first week of assignment. Rescheduling of these events may result in the contractor's start date to be delayed.


Vendors must NOT include their company names or logos in the Workers' resumes or the workers' personal contact information. A candidate's skills


matrix and Candidate Acknowledgement Form must be attached to the resume submission. Please ensure Workers' immigration statuses are
